[성명서] 자유해외교민들은 ‘트럼프 독트린’을 적극 지지한다

-중국 및 한국의 자유민주시민세력의 대 ‘중국공산당체제혁명’ 트럼프 독트린 지지 촉구와 당부-

코로나 사태이후 전세계는 미국주도 자유우방국가들의 자유민주주의와, 중국, 북한 등의 사회공산주의간의 체제전쟁으로 양분된 새로운 냉전시대로 들어섰다. 즉, 중국 공산당의 전체주의적 외교와 고도화된 감시장치를 통한 정치개입으로 인해 미국을 위시한 우방국들은 이들에 대항하여 사이버 공격 퇴치와 무역전쟁을 선포해왔다. 그러다 트럼프 행정부가 7월 23일을 기해, 닉슨독트린의 주요 골자인, 대 ‘중국 포용정책’ 을 포기하고 자유민주를 신봉하는 중국인들과 힘을 합쳐 중국 공산당 체제를 포기하도록 압박하는 ‘트럼프 독트린’을 전격적으로 발표하였다.

이에 자유 한국 해외동포들은 미국과 우방국들이 경제적 희생을 무릅쓰고 라도 트럼프의 대 중국 정책에 적극 협력해 주신 점에 대해 진심 어린 감사를 드린다. 이번 트럼프행정부의 ‘대 중국 체제혁명’ 조처를 통해 미국세계전략을 180도 전환한 것을 적극 지지하며 나아가 아래와 같이 더욱 자유세계의 협력과 동참을 촉구하는 바이다.

1. 자유의 가치를 존중하는 중국인을 포함한 자유민주주의세력은 아시아 태평양 지역의 안전을 위해 중국공산당과 북한의 사회공산체제가 변화하길 원한다.

7월7일 미국, 호주, 일본 3개국 국방장관이 인도태평양 지역의 안정과 번영 그리고 해상수비를 위해 협력할 것을 다짐하는 성명서를 발표했다. 이 성명서는 코로나바이러스 확대의 효과적 억제, 중국의 동남쪽 해상 장악 억제, 그리고 북한의 미사일도발 억제 등에 중점을 두고 있다. 이에 저희들은 위 성명서의 취지와 목적에 적극 지지한다.

중국과 북한은 국제사회에서 가장 독재적 전체국가이고 국제적 약속을 번번히 깨는 국가로 유명하다. 중국은 한국 비롯 인근국가와 남태평양 섬나라들을 중국몽의 실현을 위해 억압, 불법적 회유, 선거개입, 군사기지건설 등의 위협 등을 저질러왔다. 또한 북한의 핵개발을 여러 모로 돕고 있으며, 북한은 핵개발을 절대로 포기하지 않을 것임은 자명하다. 이러한 상황 하에 북핵문제를 해결하는 유일한 방법은 지속적인 유엔제제를 통해 북한이 스스로 변화하도록 하는 것이다. 북한이 살기위해 스스로 공산전제 부자세습체제를 포기하고, 자유민주주의 체제로 바꾸어 자유통일을 이루도록 자유민주국가들이 더욱 굳건히 협조해주시기를 간곡히 당부 드린다.

2. 공산주의 신봉자를 색출하여 추방하고, 입국금지 조치를 취하는 미국을 적극 지지한다.

7월15일 미국 트럼프 행정부가 드디어 중국 공산당과 그 자녀들에게 입국비자를 거부하고 또 이미 미국에 거주하고 있는 이들의 가족들을 추방하는 정책을 발표했다. 이 조처의 배경 뒤에는 중국공산당의 사이버테러가 미국을 비롯한 호주, 한국, 대만, 홍콩 등 여러 나라에서 시도한 그 증거가 포착되었기 때문입니다. 고도의 컴퓨터 사이버공격으로 부정선거개입 뿐만 아니라 정치계, 교육계, 군사, 안보, 문화 전반에 걸쳐 불법적인 침투가 지속적으로 이루어져 왔다.

한국의 4.15 선거에서도 중국공산당이 선거에 개입한 부정선거 정황과 그 증거들이 포착되었다. 또한 공자학원 설립을 통해 교육과 문화계에 침투하여 중국공산당 프로퍼겐드를 선전하고 학문적, 군사적으로 고도의 지적자산을 빼내어가려는 시도를 암암리에 지속적으로 시행했기 때문이다. 공자학원이 중국 체제의 선전도구가 되면서 공자학원이 진출한 국가의 우려와 불안감이 커져 감에 따라, 유럽과 미국에서도 공자학원 배척 운동으로 이어지고 있다.

이번 기회에 중국 등 여러 자유민주주의 신봉자들과 국가들도 미국과 공조를 나란히 하여 미국의 전례를 따라 각 나라 대학에 이런 일에 연류된 사회공산당원을 적극 색출하여 추방 시키고, 공산당원자녀들의 입국을 금지하고 출국조치 하기를 부탁드린다.

3. ‘트럼프 독트린’을 지지하고 미국의 대 ‘중국 공산당전체주의 체제’ 종식에 적극 동참하라.

7월 23일 미국이 휴스턴 영사관을 폐쇄했다. 그날 미국의 국무성 서기 마이크 폼페이오가 닉슨대통령이 52년전에 발표했던 ‘닉슨 독트린 (1968)’을 폐기하고 중국공산당을 더이상 정상국가로 인정하지 않겠다는 공식발표를 했다. 그는 지난 50년간 미국이 중국을 같은 우방으로 도와 줌에도 불국하고 중국은 세계패권장악에 나선 새로운 전체주의 독재국가가 되어 오히려 프랑켄슈타인(Frankenstin)을 낳았다고 주장했다. 이제는 더이상 중국이 그 체제를 바꾸지 않으면 중국과 결별할 것이고 자유민주주의를 신봉하는 모든 중국인들과 자유세계민주주의 국가 들과의 새로운 동맹을 추진해 나가겠다고 선포한 것이다.

우리 한국 교민들은 폼페이오의 이러한 대 중국공산당 교체 정책이 결코 우발적으로 발표된 것은 아니라고 믿는다. 그동안 중국은 국내외에서 자유를 향한 적대감을 공격적으로 드러내고 독재 전체주의 체제를 구축하려 했기 때문에 이러한 조치는 매우 적절한 대응이라고 생각합니다. 따라서 우리 자유교민 일동은 이러한 미국의 결정을 적극 지지하며 호주 등의 자유우방국가들도 이러한 트럼프 독트린에 대해 적극적인 지지입장을 선포해주시길 간곡히 바라는 바이다.

4. 우리 한국도 이러한 국제적 흐름에 발맞추어 나아가기를 거듭 촉구한다.

해외애국동포들은 바로 중국과 북한 등의 사회공산주의 체제의 변화가 바로 국제분쟁 해결의 지름길임을 확신한다. 그러나, 현재 모국은 문재인 좌파정부가 친중과 친북주사파로 장악되어 오히려 북한과 중국식 전제 독재주의를 지지하고 그쪽으로 정치적 편향된 노선을 취하는 것 같아 심히 우려된다. 이제 한국인들은 체제논쟁이나 좌우 이념을 떠나 아시아지역과 세계의 안전과 평화를 도모하고, 한국의 진정한 자유와 평화를 위해서 이러한 공산주의적 전체주의 퇴치의 트럼프 행정부의 조처에 적극 동참해 줄 것을 촉구한다. 특히 야당과 자유민주시민들은 이러한 급변하는 국제흐름을 정확히 파악하고, 트럼프의 새로운 대 중국 북한 독트린 정책을 이해하고 앞장서서 지지하며 협조해주기를 바란다.

자유민주주의를 지향하는 한국교민일동은 우리의 모국이 미국이 주도하는 자유민주주의체제의 훌륭하고 바람직한 성공 모델을 기꺼이 받아 들여 번영해 왔음을 자랑스럽게 여기고 더욱더 자유의 가치를 소중히 깨닫고, 이러한 세계적 흐름에 절대로 역주행 하지 않기를 간절히 소망하며 호소하는 바이다.

<We, freedom-loving Korean Compatriots, support President Trump’s Doctrine.>

-A call for freedom-loving Chinese and Koreans to support the neo-Doctrine of President Trump against the Tyranny and Supremacy of the Chinese Communist Party-

With great gratitude and appreciation, we, Korean compatriots, recognize the veterans of the Korean War as we celebrate the 67th anniversary of the armistice agreement that took place on July 27th 2020. However, our combat to protect South Korea and the rest of the free world from the threat of the communism is not over. While America and the Western world have encouraged China to open completely adopting the ‘Engagement Policy’ called the ‘Nixon Doctrine‘, the Chinese Communist Party (CCP)has rather taken advantage of the US favours in their constant attempts to achieve totalitarian supremacy. In the end, COVID-19’s impacts have created a new Cold War, aligning free democratic countries, led by the US against the communist bloc of China and North Korea. This is because the CCP failed in its promise to the world. Using highly sophisticated technology such as Huawei, they have ramped up interference with many nations’ social, political, military, defensive, and cultural affairs, including elections.
It is thus imperative that the US and fellow democracies fight Chinese cyber attacks and surveillance, as well as unfair commercial trade practices which spread the communist propaganda. As stated by the US Secretary of State Mike Pompeo, securing our freedoms from the Chinese Communist Party is the mission of our time. We, including freedom-loving Chinese, must all band together to pursue this goal.

1. The United States and other freedom-loving nations along with Chinese dissidents should take stringent action against Chinese Communism.

On July 23rd 2020, Mike Pompeo announced a new, tougher approach in dealing with China, where the US will urge China to abolish totalitarianism with transparency. He also stated that in order to defeat the Chinese Communism, free nations must engage in empowering the Chinese dissidents who are willing to uphold a free democracy. His declaration puts an end to Nixon’s failed labours to induce positive change in China through misguided good faith. Along with this new strategy, the US has also taken action to address Chinese Communist influence within US borders. For example, the Chinese Consulate in Houston was ordered to close. Also, the Confucius Institute, which facilitates the spread of communist propaganda and the theft of intellectual property and military secrets, has had many locations closed. Further, the US government has also begun to refuse entry visas to Chinese Communist Party members’ and their dependents, and will expel them from the country.

We freedom-loving Korean Americans applaud Trump’s new doctrine, while appreciating the significant risks of the economic benefits from trade with China. Proactive actions and sacrifices such as these are vital to achieving our common interests of enhancing mutual peace and unity around Asian Pacific Region. For the sake of perpetual peace here, both the free nations and the Chinese citizens must put every effort to induce change by eliminating China’s virulent strain of communism.

2. We should stand together with the US Government to terminate Communism around Asian Pacific Region.

A step was taken in this direction on July 7th 2020, when Defense Ministers of the three nations – the US, Australia, and Japan – announced a Joint Statement to maintain the Asia-Pacific region safe and prosperous. The main issues addressed by the statement were mutual collaboration against Coronavirus spread, Chinese supremacy, and additional North Korean missile provocation. A key focus of this statement was to restrict China’s total domination of the naval travel around Pacific Ocean. China should change its aggressive and authoritative policy around the region.

3.We should tie together with the US Government against China and North Korea being complicit in the development of nuclear weapons.

Another issue in the Asia-Pacific region is related to the crisis with North Korean missile attacks. China continues supporting the development of North Korean missiles and will not retract from this. The only solution is enforcing the UN sanctions against North Korea until North Korea becomes a free democratic nation by changing the hardest line of Communist regime.

4.We should band together against South Korea’s Pro- China Policy for support of the neo President Trump Doctrine.

As for South Korea, we are deeply concerned that the current Moon’s Government is seemingly leaning towards the authoritative and totalitarian platforms and political tenets by the Communist Party and North Korea. We also found clear evidence of Chinese interference with the April 15th General Election, where the results of polls were manipulated through the use of a covert imprinted microchip in the ballots electronic counting machines.

We, liberal Korean compatriots, are convinced that the changes in social communism ideology and hegemony from China and North Korea are a short cut to the resolution of international disputes. Regardless of the right and left ideology, all Koreans are urged to promote the safety of Asia and peace of the world. To this end, we all actively participate in persuading China and North Korea to turn away from communist totalitarianism. Particularly, we implore that the Opposition Party together with the liberal citizens of South Korea create a united front against the tyranny of North Korean and Chinese Communist Party.

We exhort all free countries including South Korea to declare strong support for the President’s new doctrine. We, sincerely appeal that the incumbent government in our Motherland would understand this rapidly changing international flow, not running backward in this global trend.
